Thank you for providing Opposite the opportunity to refresh the Integrated Planning and Reporting Framework animation. It's a pleasure to be asked to build on a piece of work we created for Council several years ago.

This proposal sets out three costed options: a lighter refresh that leans on static imagery with simple pans and zooms, a full refresh of the existing animation, and a brand-new replacement animation with fresh illustrations throughout. Each is quoted as a fixed-price lump sum, and voice-over is included in every option.

Our recommendation is the full refresh, which best matches your brief of a revised script with graphics that largely align and a couple of movement changes, while giving the finished video a polished, up-to-date feel.

Background

A few years ago Opposite produced the animation explaining Council's Integrated Planning and Reporting Framework. Council now has a revised script and wants the video brought up to date, or replaced entirely.

What Council Needs

The existing IPRF animation is approximately three minutes long and remains a strong foundation. Council has a revised script, and the current graphics largely align to it, with only a couple of graphic movements and changes required to bring the two back together.

The key question was whether the original could be updated efficiently, rather than rebuilt. Because Opposite produced the original and has retained the project files, updating the existing animation is entirely viable, and is the most cost-effective path for the majority of the change Council is describing.

At the same time, Council asked us to price a full replacement, so this proposal covers both refreshing the current video and creating a brand-new one, letting Council weigh cost against the degree of visual renewal.

Our Recommendation

We recommend Option 2: Full Refresh of the existing animation. It directly matches the brief, a revised script with aligned graphics and a few movement changes, and delivers a polished result without the cost of new illustration.

Across all three options Council receives:

  • A finished ~3-minute animation delivered to the revised script.
  • Professional voice-over included in every option.
  • Direct reuse of the retained original project files (Options 1 and 2).
  • A clear, fixed-price lump sum.
All three options have one deliverable in mind: a clear, on-brand IPRF animation that Council is proud to share, at the level of investment that best suits the budget.

Three ways to deliver the refreshed ~3-minute IPRF animation, from a lighter update through to a complete replacement. All prices are fixed lump sums, exclusive of GST, with voice-over included.

Phase 1: Scope & Script Alignment

We will:

  • Meet with Council to confirm scope, the revised script and the specific graphic movements and changes required.
  • Retrieve and prepare the retained original project files (Options 1 and 2).
  • Proof the revised script against the existing visuals to map every change.
Outcome: an agreed change list and a clear, shared understanding of exactly what the refreshed video will contain.

Phase 2: Storyboard / Illustration

We will:

  • For Options 1 & 2, prepare the existing scenes for update and set up the static-image treatments or graphic changes required.
  • For Option 3, develop a fresh storyboard and produce new illustrations for the full animation.
  • Share work for Council review and incorporate feedback.
Outcome: approved visuals ready to animate, aligned to the revised script.

Phase 3: Animation & Voice-Over

We will:

  • Implement the animation changes (Options 1 & 2) or animate the new illustrations end to end (Option 3).
  • Record and integrate the professional voice-over, included in every option.
  • Sync visuals, timing and audio to the revised script.
Outcome: a complete draft animation with voice-over, ready for quality review.

Phase 4: QA & Final Delivery

We will:

  • Run a quality-assurance pass and apply a round of Council feedback.
  • Export the final ~3-minute animation in the formats Council needs.
Outcome: a polished, on-brand IPRF animation delivered and ready to publish.

What's Included in Every Option

Whichever option Council selects, the engagement covers the full path to a finished video:

  • Scope and script alignment: a working session to confirm the revised script and the exact changes required.
  • Implementation: the update or new build, delivered by the team that produced the original.
  • Professional voice-over: recorded and integrated, included in the fixed price of all three options.
  • Quality assurance and a feedback round: so the final cut is right before it's published.

Choosing Between the Options

The three options trade cost against the degree of visual renewal:

  • Option 1 (Lite): the most economical, best where static imagery with simple pans and zooms is acceptable in place of full motion.
  • Option 2 (Full Refresh) — recommended: the closest match to the brief, updating the existing animation to the revised script with the requested movement changes.
  • Option 3 (Replacement): a completely new animation with fresh illustrations, for the greatest visual update.
Opposite's role: to update or rebuild the IPRF animation to Council's revised script efficiently and to a high standard, drawing on the original project files we've retained, and deliver a finished, on-brand video ready to publish.
